are expressed as two fat volumes of prose (with examples) and (inextricably mixed with it) a set of formal definitions
the definitions can be expressed in a variety of schema languages:
in TEI P1-P3 (1991-1999) as a modular SGML DTD
in TEI P4 (2000) as an SGML or XML DTD
in TEI P5 (2005-) as XML DTD, W3C Schema, or RelaxNG
